Yes, you can do it using Reports --> System Events:
Data Scope - Filter by Event Type
Choose SSL Key Will Expire Soon.
You will be able to create a Followed Action to send an email and schedule the report to run when you need it to run.

There is one tab under Security and Authentication - SSL Certificate Expiration Monitoring where we can set the number of days before a system event warning is generated. Is is possible to trigger an Email alert prior to 3 months, every 15 days upto 1 month and every week when less than 1 month is pending for expiry of a certificate.
