Yes, Database Activity Monitoring (DAM) can monitor manual SQL queries or scripts executed within database management tools or from third-party utilities.

So for example if you are using sql developer there is a grid option which allows you to make changes we will be able to capture them. Does it work with all 3rd party utilities probably not but as a general rule of thumb it is able to monitor manual SQL queries or scripts executed within DB management tools.
