Thank you for the post, you can follow the below steps for creating new cli user,

Connect to SecureSphere using SSH as admin user

Run impcfg
-
Select option 2) Manage platform
-
Select option 3) Manage users
-
Select option 2) Create new user
-
This will open a new menu requesting a User name (in this example admin123)

Add in Full name for user

Add in a one time password - the user will have to change this when they first log in. The password must be between 7 - 14 characters long, It must contain a combination of numbers, lower-case characters and at least one of the following character groups: upper-case character or special characters. The password cannot contain more than 3 consecutive repeating characters.

Once complete select t) Top level.

Select A) Apply settings

When prompted Press < C > and Enter to confirm user to be added.
If you are just trying to reset the existing admin password, just try with below command and enter new passwrod,
passwd admin (not the recommended way but for a quick resetting you can use).
